CHANGE IN BUILDING PERMIT PROCEDURES

Effective October 14, 2009, the following changes will be implemented:

1.  Any questions by residents and/or contractors regarding building and/or zoning regulations will be directed to Fred Smith, Liberty Township Building Official at (517) 788-3813 or Jay Niles, Liberty Township Zoning Administrator at (517) 789-2469.  Office staff should not answer questions regarding code restrictions or requirements.

2.  The Zoning Compliance Permit inspection must be completed and approved prior to submission of the Building Permit Application.  All Building Permit Applications must be accompanied by 2 complete sets of plans (one to be returned to the applicant).  Plans should include all changes to be made to the property.

3.  A STOP WORK ORDER will be issued on any project started without proper permits.  Construction without property permits is a violation of the Zoning Ordinance and the property owner may be subject to a fine of not more than five hundred ($500.00) dollars and the costs of prosecution thereof, by imprisonment in the County Jail for a period not to exceed thirty (30) days, or both. Each day that a violation is permitted to exist shall constitute a separate offense. The imposition of any sentence shall not exempt the offender from compliance with the requirements of the Ordinance.

4.  The state building code now requires inspection of new or upgraded roofing projects on heated buildings.  Liberty Township will now be issuing building permits for one inspection to ensure that the frost guard underlayment is installed in a proper fashion.  Any questions please contact Fred Smith at the number listed above.

REMINDER:  Zoning Compliance Permits are required on ALL building projects.  Some agricultural buildings may be exempt from building permits, but are still required to comply with all ordinances and regulations.

Permit Application Requirements

Some requirements may not apply to all projects - contact the building department for more information

  1. Proof of ownership for property, found by tax roll or copy of property deed.

  2. Zoning Compliance permit Application (Site Review) - See Liberty Township Zoning Ordinance Section 6.4.1 for more information.  Submit scaled site plan with Zoning Compliance Permit Application, showing all new and existing structures and additions, setbacks, easements, wells, drain fields, septic tanks and overhead power lines. Also, have survey report and stakes set up at site. If building is to take place in a development such as a subdivision, P.U.D., etc., see Zoning Ordinance for specifications needed.

  3. APPLICATION FOR BUILDING PERMIT AND PLAN EXAMINATION - Include two full sets of plans for all buildings except accessory structures. Non-Structural plan review required for construction over thirty-five hundred (3,500) square feet. Plans for residential construction over thirty-five hundred (3,500) square feet, for any wood foundation or for any commercial building must be drawn by an architect or engineer licensed in Michigan and sealed and signed by same. All plans must be to scale. All plans must show footings, elevations, cross section views and enough plan views to show what is being built. This includes floor plans. Plans must show dimensions and lumber sizes, spans and intervals. (Lists of building materials and specifications will not be accepted as plans. Drawings that do not show lumber sizes and dimensions will not be accepted as plans.) Before and after floor plans are also required for fire repairs, remodels or alterations to existing buildings. The Building Inspector must review plans before permit will be issued. Reviewed, signed copy is to be kept at building site for future reference.

  4. *NEW FORM:  AFFIDAVIT OF AGRICULTURAL PURPOSES - Under state law agricultural buildings are exempt from building permit fees.  They are not exempt from zoning, electrical, mechanical or plumbing permits.  This form is to claim exemption from building permit fees for buildings devoted solely to an agricultural use.  If there is a change in use a permit will be required and all codes in effect at the time of the change must be met.

  5. Well and Septic permits must be obtained from the Jackson County Health Department.

  6. Driveway permit must be obtained from the Jackson County Road Commission.

  7. Mirror Lake Association approval if building on Mirror Lake.

  8. Address Application Form for assignment of new address or to confirm existing address is in compliance with Jackson County Ordinance.

  9. Michigan Uniform Energy Code Compliance Form

  10. LICENSED CONTRACTOR INFORMATION REQUEST or if a homeowner is pulling permits and not contracting work out this form must be signed by the homeowner:
    HOMEOWNERS AFFIDAVIT

  11. Jackson County Soil Erosion And Sedimentation Program.  Soil Erosion permit application must be taken to the Jackson County Health Department, 1715 Lansing Avenue, Suite 221, Jackson MI 49202  788-4420.

  12. Application for Electrical, Plumbing or Mechanical permit

Liberty Township Permit Fees Effective May 1, 2009

2 x 2 board with house number, owner's last name and building permit number in 4” letters must be posted at the road to help all inspectors find the site after permit has been issued.
